Preamble

This Policy Book sets out the governance principles, operational standards, and ethical commitments that guide all activities of Regenboog India Foundation (RIF). Founded in 2006 and headquartered in Tiruvannamalai, Tamil Nadu, RIF is a grassroots non-governmental organisation dedicated to empowering marginalised communities through education, healthcare, environmental stewardship, and rural development.

The policies contained herein apply to the Board of Trustees, all staff members, volunteers, consultants, and partner organisations engaged in or on behalf of RIF's programmes. They are intended to ensure that the Foundation operates with the highest standards of integrity, accountability, and transparency — in both letter and spirit.

These policies are reviewed annually by the Board of Trustees and updated as required to reflect changes in law, best practice, and organisational learning.

Safeguarding & Child Protection

Zero-Tolerance Commitment: Regenboog India Foundation maintains an absolute zero-tolerance policy toward all forms of child abuse, exploitation, neglect, and harassment. This commitment applies without exception to all persons associated with RIF, including trustees, staff, volunteers, contractors, and programme partners.

  • Mandatory background verification for all staff members and volunteers prior to engagement
  • Clearly defined reporting and escalation mechanisms for safeguarding concerns
  • Child-safe programme design principles embedded in all service delivery

Reporting & Response

Any safeguarding concern must be reported immediately to the designated Safeguarding Lead. All reports will be treated with confidentiality, investigated promptly, and escalated to relevant statutory authorities where required by law.

Financial Integrity & Controls

Regenboog India Foundation exercises responsible financial stewardship over all resources entrusted to it by donors, grantors, and the communities it serves.

  • Annual budgets approved by the Board of Trustees prior to the commencement of each financial year
  • Monthly bank reconciliation and variance analysis against approved budgets

Regulatory Compliance

  • Full and ongoing adherence to FCRA regulations governing the receipt and utilisation of foreign contributions
  • Proper utilisation certificates and statement of accounts submitted for all CSR-funded projects
  • Transparent, timely, and accurate donor reporting aligned with grant conditions

Ethics, Anti-Corruption & Conflict of Interest

RIF upholds the highest standards of ethical conduct across all organisational activities. All trustees, staff, volunteers, and associates are required to act with honesty, fairness, and integrity at all times.

  • Zero tolerance for fraud, bribery, corruption, or any form of financial misconduct
  • Mandatory annual conflict of interest disclosures from all trustees and senior staff
